Spider-Man, The Vulture, the Hitman [Burt Kenyon], Mr. Morgan, Sha Shan, Joe Knuckles, Professor Ballinger.
Morgan the mobster decides to try and make allies with the Vulture so his gang can expand out of Harlem. However, the Vulture is not interested in joining forces. Peter happens by the restaurant where Flash thought he saw Sha Shan, the woman who saved his life when he was in the military. The Vulture begins to take citizens captive requesting that Spider-Man appear and fight him.
