A UN delegation including Sala has been ordered to leave for Chasamba, where the democratic-minded President Brunn is battling against powerful drug cartels that are threatening to take over the running of the country. Before long the awaited coup takes place with Sala being accused of spying and imprisoned. Watching the horrific events unfolding on TV with the twins, the Phantom must infiltrate the by now completely lawless Chasamba. He finds Sala and president Brunn catured by the drug lord Jeffe.
