Returning to New York from their second ordeal at the hands of General Tara, the Phantom and Diana are powerless to act when Uncle Dave is severely beaten in the local park and robbed of his treasured gold commissioner's badge. Vowing to recover the prized token, a furious Phantom stalks the park at night in order to catch the perpetrators out. Meanwhile, the guilty party is planning a ruse to smoke out the masked man who is taking on the city's underworld.
