Before satisfying all the needs he recently assessed whilst travelling round the border villages incognito, President Luaga wants the Phantom to find out what has happened to 3 million dollars' worth of earlier U.N. supplies earmarked for Bengali but lost without a trace. The Phantom starts his U.N. mission unawares that Diana has travelled in the opposite direction. Her medical team is in the oil-rich country of Tulana, run by the unscrupulous Prince Bular. Although worlds apart, the Phantom's and Diana's paths will soon converge in an unexpected twist...
