21. Fantomet, President Lamanda Luaga, Mok, Tak, General Tozzon, General Bababu, Sala Palmer-Walker.
Shortly after arriving at Diana's UN office in Mawitaan for an anniversary celebration, President Luaga's car is blown to pieces by terrorists, who manage to escape after killing two policemen and Luaga's chauffeur. The Phantom follows the trail of the perpetrators eastwards, and soon locates a terrorist training camp set up in the middle of nowhere. As if that was not enough, the Phantom also has to locate and confront the mysterious "HQ" behind the operation.
