Determined to stop illegal pearl-fishing in the Swali Basin, the Phantom captures the unscrupulous leader Rourke, but discovers to his horror that the bandit is accompanied by Diana and that she is introduced as Rourke’s wife. Dumbstruck by his discovery, the Phantom decides not to act against Rourke, which means that the illegal pearl-fishing can continue. Only when Rourke’s wife is kidnapped does the Phantom get a chance to confront Diana and get to the bottom of the strange goings-on surrounding the case.
