At the police station at the 12th district they have a "Silly Stuff" Department, for cranks and crackpots. Behind a screen Mandrake heard a strange history, about a headless thief. Soon the newspapers pick up the story. When the headless thief grabbed Narda's purse and lock her into her garage, Mandrake and Lothar gets involved. They find that the "headless thief" was only a simple trick. Two thiefs dress up so that the shoulders of their coat was over their heads.
