Cinder and Ashe discover who has been harrassing Wilson Starger, culminating in a confrontation in front of the Vietnam Memorial in Washington D.C. Ten years ago, congressman Harrison Wayne killed to people in a car accident. The only witness was farmer Wilson Starger. The harassment of Starger started one month ago and his daughter Jenny was kidnapped and killed by former CIA- agent out of control Lacey. He knew Cinder well from Saigon.
