The Touganda tribe of fishers and pearl divers do not take kindly to the Phantom's innocent suggestion during a visit that they use their valuable pearls to buy motorboats to reach richer fishing waters. And sure enough, shortly afterwards the Touganda fishermen are shocked to see their revered sea god very much alive and very angry. A local trader suspects a connection with the pearls, after which the tribe's hostility towards the Phantom intensifies even further. On his return, the Phantom must both sustain the attacks from the tribe's hotheads and literally get to the bottom with Touroo's mysterious appearances.
