The Spirit [Denny Colt], commissioner Eustace Dolan, Ebony White, David Jones, Harvey P. Chadwick.
A sandhog named Davy Jones creates a new way to hijack ships- under water. They build an underwater shelter, calling it Davy Jones’ locker. They use mines to sink ships and collect the valuable cargo. Dolan engage the Spirit to investigate. Underwater, the police and the men of Davy Jones get in a fight. The Spirit confronts Jones inside the locker.
