A number of systematic lootings immediately after natural disasters or city riots around the planet puzzle the Phantom, and when information of the looters’ clean shaven heads, black uniforms and V tattooed foreheads come in, he becomes convinced that he has heard of this organisation before. After a frantic search through the Phantom chronicles reveals that several Phantoms have encountered the same threat for the past 300 years, the Phantom travels to the cities recently targeted by the human vultures in an effort to smoke them out. |
